The Camheds are a cut hunter gang, originally meant to appear in Manhunt.
Description[]
As seen on the unlockable concept arts, each member appears to be dressed in business suits and an actual camera placed on their heads. They also appear to be carrying a Pipe, which is a cut weapon but still mentioned in the files, and the Baseball Bat with Spikes, which still appear in the final game but unobtainable by normal means.
The Camheds would later be referenced in Grand Theft Auto Online through the Manhunt themed arcade game Camhedz, which is a in-universe ROM hack of another arcade game, Badlands Revenge II.
