James Earl Cash

James Earl Cash, also simply known as Cash, is a former inmate of Darkwoods Penitentiary, who was freed from death row and set loose in Carcer City, and in return must participate in a snuff film, directed by Lionel Starkweather.

Voiced by Stephen Wilfong.

Lionel Starkweather

Lionel Starkweather, also known as The Director, is a snuff film director and former successful Hollywood film director. Eventually after his decline, Starkweather was able to get his revenge on the people who ruined his career by filming their brutal murders in what is known as the "Director's Cut".

By 2003, Starkweather heard about James Earl Cash, a death row felon who was set to be executed after three years of imprisonment. Starkweather decided he wanted to make a movie starring Cash, so he bribed the prison officials to setting Cash free in the city.

Voiced by Brian Cox.

The Cerberus Leader (real name unknown) is the leader of Starkweather's security unit, the Cerberus. He is seen kidnapping Cash to move between scenes, and is killed by Cash for the keys to the elevator, escaping the mansion.

White Trash-Divided They Fall Ramirez is a lieutenant, seen leading hunters to kill Cash. He is killed in Divided They Fall.

Grounds for Assault - Deliverance Piggsy is a deranged and cannibalistic mass murderer living on Starkweather Estate's attic.

Strapped for Cash-View of Innocence Unnamed relatives of James Earl Cash, kidnapped from their home at night under orders from Lionel Starkweather. The director has the family brought to the Carcer City Zoo and tied to wooden crosses, hoping to use them to provoke Cash's ruthlessness as well as to build his on-screen character by making him rescue them, thus portraying his heroic side.

Mr. Nasty is a mysterious unseen character mentioned in the Valiant Video Enterprises Winter/Spring catalog. According to the manual, he is the financial backer and producer of the snuff ring under Valiant Video Enterprises.

Phil Cassidy

Phil Cassidy does not makes a physical appearance in Manhunt, however, his store is mentioned by a CCPD officer. It is highly implied that the store is owned by Phil Cassidy, as he owned various weapon stores in the Grand Theft Auto series, including Phil's Army Surplus, Phil's Place, Phil Cassidy's Fully Cocked Gun Shop and Phil's Depot.

BJ Smith

BJ Smith's last chronological mention in the 3D Universe is during Manhunt, set in 2003. A member of The Hoods mentions he bought a grill named after the football player. [1]
