Gary Schaffer is a character in the Manhunt series who appears as a minor unseen character in Manhunt, first mentioned in Grand Theft Auto III. He is the corrupt Carcer City Police chief, who is involved with Lionel Starkweather's snuff film ring.

History[]

Events of Grand Theft Auto III[]

Gary Schaffer was first mentioned in Grand Theft Auto III in a Lips 106 radio news segment. While in the position of a police chief, Schaffer started to take bribes from film director Lionel Starkweather and in return gave him unlimited access to large sections of Carcer City for his snuff projects.

So I'm sitting here, reading the Liberty Tree, and it says 'In nearby Carcer City, a good day for law and order as police chief Gary Schaffer was cleared of corruption charges in a controversial decision by the courts. Let's hope those missing witnesses turn up safe and sound.

In 2001, two years prior to the events of Manhunt, the radio news segment states that he was put on trial for corruption charges but was found not guilty due to all the witnesses disappearing from the case.

Events of Manhunt[]

In 2003, under Starkweather's payroll, Schaffer enlisted several corrupt CCPD officers as actors for Starkweather's snuff film ring, who were involved in the movies CCPD Brutality Caught on Tape and In-Carcer-ation Blues, featuring real footage of police brutality.[2]

In the night of November 19, 2003, a recently "enlisted actor" James Earl Cash escapes from a snuff film recording scene in which his death was intended to be filmed. Schaffer is briefly heard, being ordered by Starkweather to send a CCPD unit after Cash. Eventually in the same night, Cash infiltrates Starkweather's estate in Wapona Hills, killing Starkweather and his private security before vanishing.

This leads the police to discover Starkweather's film ring and the links between the director and police chief Gary Schaffer, who is once again put on trial after his involvement was discovered.

Influences[]

Schaffer's character might have been inspired by Milton Milan, a former mayor of Camden, New Jersey, who was convicted with 14 counts of corruption and jailed in 2000.

He appears to be named after Gerard John Schaefer, also known as the "Killer Cop", a former sheriff's deputy in Martin County, Florida, who was convicted of the 1972 murder and mutilation of two teenage girls in Port St. Lucie, Florida.

  • Due to an author oversight at the fan-owned ProjectManhunt website (currently offline), Gary Schaffer is commonly mistaken by one of the generic CCPD officers sent by Schaffer during Press Coverage (specifically the "S1B" model). Gary Schaffer does not have an official character model.
    • In the fan website, the author uploaded polaroid pictures of several in-game characters, seemingly inspired by the official Mr. Nasty's hall of pain portrait, in a character list page. Schaffer's surname is also mispelled in the same list, also listing the wrong mission appearance.
