Leo was a highly skilled government agent, an expert in combat, evasion, stealth tactics, and assassination. He can come up with many different ways of killing people and can murder them with anything he can think of. He would kill anyone, whether the target is an innocent bystander, hunters, police or military personnel, or even the scientists of the Project.
He also has a thinking side that wants to be a normal man, but due to his training or the personality modifications of the Project, he has become a psychopath capable of thinking of ways to kill anyone. He probably also likes to smoke, but he doesn't even know if he smokes or not.
Leo deeply hates The Project and all of its staff and is hellbent on destroying it completely.
Background[]
Early Life[]
Leo Kasper was born in June 19th, 1972[8]. At some point, Kasper entered government service, where he underwent extensive training in areas such as close-quarters combat, evasion techniques, and covert operations. He was reportedly tasked with eliminating high-priority targets, including suspected terrorists, and achieved a reputation for carrying out these assignments with notable efficiency.[source needed]
He later died for an unknown reason, with his personality sampled prior to 2001[source needed] by Dr. Pickman for his project.
Pre-2001[]
Leo's personality was taken to the Project's laboratories, modified to be that of a "killer with no conscience or memory" to create the "perfect weapon". With Daniel Lamb volunteering to be the subject of the experiment, they were both taken to the lab.
Leo's personality was implanted into Daniel's mind with the help of Michael Grant and Dr. Whyte, with the help of the Pickman Bridge to keep the two personalities separate. The Bridge, however, malfunctioned, Leo was given too much freedom and began to dominate Daniel's mind. After a short period, the Bridge began to work again, but still with some limitations.
Events of Manhunt 2[]
Circa 2001[]
Assassination of Michael Grant
Leo still wants his freedom back, he finds more information about the scientists and begins to pursue them to bring down the bridge. His first target is Michael Grant — one of the scientists related to the Project and a friend of Danny. Leo, in Daniel's mind, invites Michael Grant to go fishing on a boat [source needed]. Arriving in the middle of the ocean, probably near Blackwell Island, Leo (now controlling Danny) begins to force Michael to bring down the bridge. Michael, in panic, sets off in search of an escape from the ocean [source needed], arriving at Blackwell Island.
Leo threatens Michael with a gun, still wanting to bring down the bridge. Michael thinks that "Daniel" is "out of his mind". Daniel's true personality returns, controlling his own mind as Michael knocks the pistol into the water. Daniel, now back in control of himself, is confused about where he is, but it is not long before the Project Militia tracks them down and finds their location. Michael, upon hearing the Militia's order to kill both him and Danny, immediately flees into the Fisto Sugar Factory warehouse, with the keys to the boat in hand. Leo, seeing that the way off the island would be to get the keys back, takes control of the situation and begins chasing Michael through the factory. After a few moments of pursuit and brief confrontations with Militia soldiers, Leo manages to reach Michael (killing him in the process) and recovers the keys, managing to leave the island.
9:32 p.m., Maibatsu Plaza — About two hours after the sugar factory incident, the pair are involved in the murder of Stanley Grex, the main source of funding for the Pickman Bridge research, in front of the offices of the Project-run Bright Shire Alliance insurance company. The Project Militia is immediately dispatched to rescue the victim, though too late.
Shortly after the investor's death is confirmed, one of the mercenaries identifies the shooter — Daniel Lamb— in the windows of the office building. A perimeter is established around the crime scene, encompassing the entire plaza. Support was provided by a police helicopter from the Cottonmouth Police Department. Daniel manages to escape, causing several Project casualties along the way and escaping using a nearby sewer manhole.
10:58 p.m., Storage Facility C - Shortly after Stanley Grex's murder, Leo stops at the RSV gas station adjacent to the Watkins Trainyard, intending to use fuel to destroy his/Daniel's records and any data related to the Pickman Bridge experiment from the nearby Project depot so they can disappear.
After dealing with the security guards patroling the warehouses, Leo infiltrates the Project's warehouse and burns its records, immediately alerting the Watchdogs, the Project's hired assassins sent to capture Daniel/Leo. He manages to assassinate the Watchdogs and destroy Daniel Lamb's files before escaping the premises.
12:51 a.m., Wooddale Community Enclave - Daniel/Leo is eventually tracked to the Wooddale neighborhood, in the city's residential sector. Local police and SWAT teams are dispatched to the area in search of Leo, identified only as the plaza serial killer due to recent events.
Leo manages to evade arrest and the SWAT team, before infiltrating Daniel Lamb's residence and murdering his wife, intending to guilt-trip Daniel and use this as leverage to gain control of his mind. His plan did not work as he had hoped, as the Project's chief scientist, Doctor Pickman, arrived at the crime scene with orderlies from the asylum, who took Daniel to the Dixmor Hospital for the Criminally Insane to be locked down, before setting the house on fire.
Shortly afterward, Daniel is brainwashed into forgetting the bloody violence that occurred while he was under Leo's control and is committed to a mental hospital for six years. During these years, the Project began its task of fixing the Bridge, seemingly without much success.
Circa 2007[]

Due to a severe thunderstorm in Cottonmouth, the security system at the Dixmor Hospital goes momentarily go offline, opening the cell doors throughout the facility, resulting in the populace wandering freely through the corridors.
During the riot, Dr. Whyte quickly rushes to Daniel's cell before him - or Leo - can escape. Under control of Leo, Daniel attempts to strangle Whyte to death with his bare hands, who manages to save herself by sedating him with a syringe. Daniel returns to his normal state, but still under guidance of Leo, who guides him out of the asylum before covering their tracks (by hiding the bodies of their victims in the shadows) and hiding in the back of a trash truck who is just leaving the facility.
The Project immediatelly sends the Watchdogs to search for clues of Daniel's whereabouts across the city, and patrol the area around Daniel's former home in Wooddale.
The trash truck eventually stops at a depot in Wooddale, near Daniel's house. After assuming control of Daniel's mind to eliminate a witness - the trash truck driver - Leo reminds Daniel that he left something for himself in his house before he lost his memory. However, they realize the Watchdogs were search for them in the area.
Leo guides Daniel throughout the area and directs him to execute the Watchdogs with different tactics. Upon arriving at the abandoned house, Leo instructs Daniel to search every cabinets and drawers. Daniel eventually finds what he left for himself - a case containing a medicine (his own invention, the Cortexa) and a box of matches. Danny then injects himself with the medicine clearing the voices and hallucinations from his head.
Alongside the medicine, Daniel finds a matchbox he left for himself as a clue, with the name of one of his former Project colleagues, Judy, and an address to Le Papillon Rouge strip club in the Red Light District. He does not remember why he left it on the box, and goes to the strip club to investigate. Leo tries to avoid Daniel going in the club to search for Judy, reminding him that The Project recruited in the night club, said they kill people making them "disappear". Daniel ignores Leo, still wanting to remember his memories of the past.
Leo once again guides him through the nightclub, although worried about Daniel getting both of them killed over his own ideas. He directs Daniel into executing The Pervs, a gang of BDSM freaks controlling the nightclub, and making his way to the fetish dungeon in the lower levels of the building. Knocking on the dungeon's door, the guard inside refuses to let Daniel/Leo in, as they are not a member.
After hearing what the doorman said, Leo suggests Daniel to show him some "familiar face". Daniel finds a Fire Axe and uses it to decapitate one of the Pervs. He knocks on the door again and shows the dead Perv's severed head to the doorman, who lets him in, although he quickly realize he's being played and is killed by Daniel while trying to avenge his friend.
Eventually, Daniel encounters the person he was looking for, Judy Sender. Judy gives him the keys of an old safe house at the nearby The Voyeur Cinema, which he set for himself before losing his memory. Leo tries his best to keep Daniel away from remembering the night of the incident, by claiming Judy is trying to set him up with The Project in an ambush at the safe house.
Arriving at the Safe House, Daniel finds several photos of him on the wall alongside a portrait of him and his best friend and former Project colleague Michael Grant, which immediatelly makes him recover memories of the ambush at Blackwell Island, when Leo killed Michael. As Daniel looks away in disbelief, Leo brings the fact that Michael led them into an ambush in the first place. Daniel notices something under the bed - a Revolver Six Shooter and another picture of Judy at the Bees' Honey Pot brothel.
The duo heads to the brothel nearby, but Leo once again warns Daniel off, telling him to forget this search for memories of the past, claiming Judy is useless and won't help. Daniel refuses to back off and heads to the brothel looking for answers of his past. Upon entering the establishment, the brothel staff associated with Judy realizes Daniel is the person the Project is looking for.
The Project tracks them down through Judy Sender's phone call, sending Watchdogs to the brothel. Daniel manages to deal with both parties under guidance of Leo, and reaching Judy, who is also being secured by heavily armed Watchdogs. She manages to escape Daniel and Leo through the elevator during the gunfight. She quickly calls Pickman, claiming Daniel and Leo are coming for her. After refusing Pickman's orders to deal with Daniel, she quits her job and escapes to the rooftop terrace.
The Project Militia is sent by Pickman to capture Daniel/Leo at the brothel. Daniel eventually catchs up with Judy at the terrace. Judy grabs a crowbar and begins to tell Daniel to stop listening to Leo in a last effort to make him snap out of it. However, before she can answer Daniel's questions, she is shot by a sniper (presumably under Pickman's orders due to her betrayal) and falls to her death. Leo realizes the Project sent mercenaries after him and quickly helps Daniel to escape.
Eventually, the duo arrives at the Project Laboratories and locates the Project's head scientist Doctor Pickman. Leo convinces Daniel to get Pickman alive. His real intentions are to "persuade" Pickman into removing the Pickman Bridge from Daniel's head, so his dominant personality can take over his mind and fully assume control of his body, thus making him free.
Under control of Leo, Daniel ties Pickman restrained in a chair and orders him under threat of death to remove the Pickman Bridge implant off his head. Pickman warns him off by revealing the potential risks towards Leo's own existence. Despite the threats, Pickman refuses to remove the bridge, before reciting the hypnotic phrase to subdue him, which disoriented and agonized Daniel/Leo. In response, he quickly grabbed a scalpel and stabbed Pickman in his chest thrice, which was futile as he heard the full phrase and passed out.
In the middle of the Bloodhound hunting across the film sets, Laura Whyte manages to ambush and incapacitate Daniel (and Leo) by sedating him with a syringe. Shortly after, Daniel wakes up in a room with Whyte, who reveals the truth to him. Whyte explains that Leo is dangerously unstable, and has been working against Daniel from the very beginning in order to take over his mind.
She reminds him of the Pickman Bridge malfunction during the experiment, explaining that Leo's personality asserted itself, suppressing Daniel's own, and he went on a rampage across the city, murdering police officers and members of the Project, destroying the Project's records of Daniel and himself, and finally making his way to Daniel's household and killing his wife.
Upon learning the truth, Daniel determines that he must destroy Leo once and for all. He enters a deep hypnotic state and faces off against Leo within the confines of his own mind. He is finally able to let go of the guilt he feels over his wife's death, allowing him to "kill" Leo and assert control.
After helping Daniel destroy his implanted personality, Whyte erases Daniel's memories once again, providing him a new identity and allowing him to start a new life somewhere else as David Joiner.

Oh that's right. I killed the bitch.

Yeah. She didn't have any either.

Come to think of it, I don't even know if I smoke. These drugs that you puppets pump me with, I don't know Cain from Abel. Can we stop with the drugs here? I like to party and all, but just say fucking no.
Dr. Whyte:
So you remember attacking Dr. Deborah. Do you remember killing those other people before you were caught? Before you were sent here?
Leo:
The people you wanted me to kill, or the people I felt should go?

Dr. Whyte:
I read your dossier — I'm fully aware of your expertise in assassination. That was your job and you did it exceptionally. But your targets were selected by the government as imminent dangers. They were evil men, terrorists. You must realize that. But to turn on your own employers, the people who trained you—
Leo:
Oh, we're the good guys? Right, I forgot. We're the good clandestine government agency that slithers its way in every facet of American life, right, okay, got it.. You see, good and evil are for those wage slaves out there that you control. But no one controls me.

Dr. Whyte:
So the killing of the Project scientist, the assassination of the Project official at the Plaza, the burning of the files, these were acts of vengeful spite. But Leo, why on earth would you kill—
Leo:
Don't you say one more fucking word. Dr. Deborah finished that question, she wasn't alive to hear the answer. Look at me like that one more time and I will rip your face off, bitch.

Dr. Whyte:
You don't scare me, Leo. In fact, you look pretty pathetic.
Leo:
chuckles* I feel fucking pathetic. These drugs dull my senses, these fucking chains hurt like hell. These fucking walls are all I ever see. I need to be free, I need to get out of here. I'm gonna be free.
Dr. Whyte:
To satisfy more homicidal urges?
The session shows a scene to Bees' Honey Pot, several executions, and the murder of Mrs. Lamb in her home.
Leo:
I don't believe this shit.

Leo:
Dogs bark, babe. Snakes crawl. Leo kills. This is a surprise to you? You fuckers created me. My head is filled with combat training, ways of escape, stealth tactics.
I wanna think about puppy dogs and fucking football, but all I see are six things that can be used to kill you right now.
Dr. Whyte:
Six? Is that all?
Leo:
Sorry, seven.
Leo:
I can pierce your eardrum with the temple of your glasses, rip the pin off your earrings and shove it in your systemic artery, wrap that ID pass around your neck and choke the life out of you, yank your high heels off and gouge out your eyes, pierce your cephalic vein with that fucking pen your cheap dad bought you for graduation and inject ink in your bloodstream, or... ram that clipboard into your septum and fuck your brain with your nose bone.
Dr. Whyte:
That's only six, Leo.
Leo:
I can’t mention number seven, not in front of you.
Dr. Whyte:
Before the training, Leo.

What can you tell me about your life before the training?
Leo:
I don't have much time for the past.

Well, is there any memory you can share? A first kiss, a special vacation.
Leo:
The only thing that matters is the future. The future is where I'm on the outside, the future is where I don't have to take orders from anyone.

Dr. Whyte:
How does Daniel Lamb fit into your future, Leo?
Leo chuckles.
Leo:
Danny is the only one in here that got fucked harder than me. I showed him that he doesn't have to be scared, that he can be a man. I'm here whenever he needs me.
11th tape plays.
Dr. Whyte chuckles.
Dr. Whyte:
Ah. He needs you or do you need him?
Leo:
I think we've come to the end of our little session, babe.
Dr. Whyte:
I don't believe we have.
Leo:
Hey, let me ask you a question now, okay? When I broke these chains and strangled the life out of Dr. Deborah, did they reinforce these chains so it couldn't happen again? Or did they just tell you they were reinforced? 'Cause I feel they didn't.
Dr. Whyte:
Ah, hang on.

Stop it, Leo. Sit down.
Leo:
You better call the security right now. 'Cause I see another fucking dead doctor in my future.

Leo went through some changes during the game's development.
Leo's initial appearance was very different, he had a less detailed face and looked younger.
His voice was also different, he had a voice that conveyed an emotionless air, even sounding dead.
It is possible that Leo was originally a real person and not a personality embedded in Daniel's mind, this is due to the fact that in the Prototype Version 0.01 in some episodes such as Ghosts, Most Wanted and Altered State, Leo appears in person.
In the initial version of Altered State, Leo was captured and Daniel had to rescue him from the barn. This can be seen in the early cutscenes for it and in some unused dialogue that reference the original goal of the episode.

He is 35 years old in the game's story, which takes place in 2007. In the flashbacks, set in 2001, he is 29 years old. Interestingly, he is younger than Daniel.
At one point during development, when his design was not finished, Leo's retail head model was originally used for Legion members.[11] Remnants of this can still be found during the episode Awakening. Upon entering the elevator and reaching the floor above, a half-severed body of one of the inmates resembles as Leo Kasper.
This version of the Legion member has been dubbed by the community as "Legion Leo".
In some console versions, such as Playstation Portable and Playstation 2, it is possible to hear some lines of his "hunter dialogue" from Personality Clash in the first episode, Awakening.
Many of Leo's lines of dialogue were cut, most of them making it more explicit that he and Daniel shared the same mind. Showing how the developers wanted to make the shared personality subject more noticeable, rather than subtle.
This quote is present in the pre-release Prototype Version 0.01.
One of the lines says "we share the same brain" in a way like "we understand each other". This served as a foreshadowing for the reveal of the Pickman Bridge experiment in Origins.
