The Jury are a group of cut hunters that were supposed to appear in Manhunt.
Description[]
Not much is known about The Jury, but it is possible that they were once a precursor to the Hoods considering the name of the level Born Again is listed as jury_turf in the game files.
In their concept art, they appear to carry baseball bats and hockey masks (a trait that would be passed on to the Skinz). A member in the concept art that stands out wears a black jacket, gray undershirt, and black pants. One of them featured in the concept art looks a bit like a member of the Skinz.

- The prototype 0.69 title screen shows a The Jury member, somewhat blended into the background, making it difficult to see his face for example.
- The Skinheads, labelled as "dealers", is a type of pedestrian in Grand Theft Auto IV and Episodes from Liberty City who are known to wear clothes bearing images and artworks from the Manhunt series. The Jury artwork is present in one of the two possible body models for the generic Skinheads.[1]
